Targeting Iran's Repression Apparatus

During Operations Epic Fury and Roaring Lion, the United States and Israel mainly targeted the Islamic Republic’s military and nuclear capabilities. The two allies also made some effort to target the clerical regime’s apparatus of repression, which includes the Islamic Revolutionary Guard Corps (IRGC) and its Basij paramilitary, the Law Enforcement Command, and the Ministry of Intelligence.

Israel put greater emphasis on targeting the apparatus of repression, but it remained a secondary objective for both allies. Our open-source investigation in English, Persian, and Hebrew used citizen reports, Iranian state media, U.S. and Israeli press releases, as well as international and Iranian mapping services to identify targets and verify their locations. We located only strikes directly against the regime’s internal security forces out of approximately 13,000 targets struck by the United States and 10,800 attacks conducted by Israel between February 28 and April 8.

Some incidents lack exact coordinates and are plotted at the center of the city where they occurred.

U.S. strikes focused on missile and naval targets in southern and central Iran, while U.S. Central Command’s target list made no mention of internal security facilities. By contrast, Israel repeatedly announced strikes against the regime’s repression apparatus and concentrated its operations in Tehran and western Iran, where most of our documented strikes against internal security forces occurred.

IDF estimates put Iranian military deaths at 4,000 to 5,000, reportedly mostly internal security personnel. These numbers are unlikely to give pause to a bloodthirsty regime responsible for killing 40,000 of its own people in January.

Currently, the Islamic Republic’s security forces stand at:

  • IRGC: 190,000 personnel, including 150,000 Ground Force troops. Roughly half are conscripts, fulfilling their mandatory military service rather than serving voluntarily.
  • Basij: Approximately 90,000 active personnel and up to 450,000 reservists, not all immediately deployable.
  • Law Enforcement Command: 200,000 to 300,000 personnel.
